We haven't got those keys on the keyboard either.
But when we need óõñöëèâ etc. etc.
We use " or ' or ~ or ` before typing the specific letter. If we want to have " we have to press that button (Shift + '), and then the space bar. If we want to have the ë, we press Shift + ' and then the e. That we can get the ë.
But we can also get those letters with a bit longer way, (via the Alt-(number)-combinations).
For example:
Alt + 137 = ë
Alt + 133 = à

we have äöüß as keys, and we can make áéíóúýàèìòùâêîôû
but " and ~ will not work

You also have the Windows Character Map (Start -> All Programs -> Accessories -> System Tools -> Character Map). It's very useful sometimes.
In a portuguese keyboard we have the Ç as a key, but to make the other letters like áàâãéêíóõú, we have to press the ´ or ` or ~ or ^ first, then the letter. We also have the ¨ symbol, although we don't use it (it is used in Brazilian Portuguese).
