New version of Babel translation tool

Hi all,
In keeping with the spirit of open-source, I have installed on eurobilltracker a new version of Babel which I have just improved at my current company.
No changes in functionnality, it's just a little more user friendly... I'll let you take a look.
I haven't checked that the files are generated correctly yet so the file generation doesn't make them available to the site directly. I'll do that tomorrow.
