good news indeed, but, as the article suggests, there is always the danger to see people voting for something else than the subject of the question !!
we see in many countries municipal and regional elections have influence on national gouvernement, and the other way round: voters are often considering punishment of people in place when they vote, even if the subject of the vote is of a totally different nature
