Didn`t see a bill like that before, but I guess that 'TC' stand for 'Tel Centrum'. A place where the money is counted.

Securpol it's a company that provide services of police and cash transport.
Sala Conta it's a room where cash is counted.

I asked the money expert in the restaurant after our visit to the ECB about the origins of these small stamps. They are a kind of guarantee by exchange offices mostly in the middle/far east. If you exchange local currency there, the exchange office puts its stamp on the euro note, so if you run into problems afterwards, e.g. someone refuses to accept the note because he suspects it being a counterfeit, you can return to the very same office and claim it. That's why these tiny stamps mostly appear on denominations equal or higher than :note-50:. Most of the offices nowadays use stamp ink only visible under black light, so if you look at notes with such a lamp you are probably going to find even more stamps. It is also a sign that the euro became an international currency, as this kind of stamps used to be mainly on dollar bills in the past.

Thanks helloggs for your explanation. I was still wondering who made that kind of stamps.
It`s a pity that we cannot see the stamps with unvisible ink. The stamps make this hobby interesting. :)
