sais 'AB Vilniaus Bankas' - I think it is some Bank in Vilnius, Lithuania - unfortunatly they are not tracking their notes...

But.... the logo says 'Autogrill España' (Spain) and 'Oiartzun'. Oiartzun is a basque city. There are some Autogrill restaurants (and hotels) on the spanish highways. And one of them in Oiartzun:

In EuroZone Europe, "LOOMIS" (an armored car company) has operations in France, Austria, Slovenia, Slovakia, Finland, Spain and Portugal. Since I'm in Vienna, and this note comes from the Netherlands, I'm going to assume it got the stamp in Austria.
