is it right that my banknote from Cabo da Roca is included in the Concelhos (76) list and it is not included in the Cidades e Vilas (75) list

Yes, that's how it should be. Cidades and vilas are towns with special status. Cabo da Roca is not cidade (usually reserved for big towns) nor vila.
