You are right. That was just a first hypothesis by g.s.51, but he knows already (and it's already established) that UO (or any "O" as second letter) will not be used. On both S and U, as before, all second letters show up at the same time, namely:

SM, SN, SP, SR, SS, ST
SP, SR, ST, SU, SW, SX
UM, UN, UP, UR, US, UT

SX and UT will not be used for all denominations, just for the lower ones.

Edit: I was in a hurry and mistyped the last combinations
Edit 2: I corrected the S second letters. The first hypothesis turned out wrong.
