Unfortunately that's true. As my deal with the bank:
domestic and SEPA:
to a bank branch : 0.50 Euro via Internet - 1.00 Euro via Mobile
to a different bank: 1.00 Euro vIa Internet - 1.50 Euro via Mobile
If you do it directly in bank at the desk: 2.50 Euro
So the maximum amount for EUR transfers should be 2.50EUR, for a 10 EUR amount paypal is indeed cheaper. (at least for a German paypal account, I don't know if they have a uniform fee schedule Europe wide)
(but Italy complies with the EU regulation, as long as it is not more expensive than the domectic transfers...)
