I think that these are from a bundle stamp. I once had similar kind of stamp in my note with some text of counting centre. It's just been stamped on a bit wrong spot, partly on the first note of the bundle.

Looks a bit the same stamp as the stamp on the note that I received. I received the 20 € note in Adeje Tenerife.

Our friend Viterbo once speculated about a very similar stamp in the Portuguese-language forum that each number denotes an exchange agency. It definitely looks like a chop mark, that's for sure.
