What's this crazy limitation and why does it exist on only Short code bingo tab!?

I know it takes a long time, but why limit it like that? That makes it even longer to generate! Why don't any other tabs have limits like that?
When you first create public statistics, there are no such limits, but from then on, you have to enter at least 1000 notes more to have it regenerated? And why do you have to wait 90 days?

Actually, there's similar limitations on other tabs as well, but none of them express that so directly.
