Maybe.. The note is old Duisenberg from almost ten years old Spanish bundle, so it could be also some other language. But who knows, maybe it has still been in Germany or some German guy has send a message to his girlfriend with that note. If it said "Ich liebe dich war!" then the English translation would be "I love you was!" which wouldn't make any sense to me at all.

Scribblings on notes were investigated at an Austrian university, which led to this arcticle: Hafner, Iris - Anna Horner - Natascha Unger: Mehr Sein als Schein: Modifizierte Geldscheine; in: Money Matters. Umgang mit Geld als soziale und kulturelle Praxis. Hrsg.: Silke Meyer (= bricolage. Innsbrucker Zeitschrift für Europäische Ethnologie 7).- Innsbruck University Press 2014, pages 37-52, whole volume: 249 pages, ISBN 978-3-902936-40-0. I have been told by the Editor via Email, that the students knew about Eurobilltracking, but as far as I can see, that isn't mentioned in the volume. The mentioned article is only based on results of a survey ("Schreibaufruf") amongst students in Innsbruck, with only 24 of them participating. It's a pity, that the three mentioned authors didn't use threads on scribblings and stamps in EBT-Forum, which already existed in several languages, when the research was done in 2011/2012
