In Finland, at least in Helsinki, they are quite common. I was also surprised to find an 10 cent coin in Germany. I would think that at least small coins would be mostly Estonian in Estonia, but it might depend by the area. Latvian and Lithuanian coins might be more common in the Southern Estonia and Finnish ones in the northern part, while of course you might find them in any part of the country.

Here in the middle of Germany they are super rare.
During 2011 and 2012 the post officees around something hat original rolls of Estonian coins.
But during the last 3 years I found just a very few coins:
- 2 and 20 Cent from the grocery or supermarket
- 5 Cent laying on the ground at a bus stop
- 1 Euro from a bar where I went with my former roommate
- 2 Euro 2017 "Way to independence" as change from a vending machine
- 1 Cent, 10 Cent and 20 Cent on a short trip to Latvia
A total of 8 coins out of the about 15.000 coins I handled during this period of time is a very low percentage.
Next year I'm going to travel to Finland and Estonia for a few days - let's see which kinds of interesting currency I'm going to find
