So in UK there are problems also with emergency calls..
And in Estonia you have to remove your sim card if you want to call from a network other than your own.
And in Slovakia they speak Czech, but in Czech republic they don't say they speak Slovakian. And all Estonian 112 workers speak Finnish (at least according to what they tell on that site)

Another side note: As mentioned in that overview, it used to be possible in Germany to use a cell phone without SIM card for emergency calls. That changed on 1 July - now you need to have an activated SIM card in the phone. Guess that for fellow EUropean travelers that is not really an issue. But here in DE some people used to have an old phone, without card, in the car for emergency calls. Also, some senior citizens homes used to have such cardless phones that people could use "just in case".

Apparently too many people misused the 112 (or country specific numbers such as 110) for "fun" or "trial" calls, and requiring a SIM card is an easy way to identify the registered owner of the phone. Interesting that this is not a major problem in several other member states.

I wonder how this requirement of a sim card goes relates with Finnish prepaid sim cards. They are not registered in any manner, but can be just bought anonymously by anyone. Apparently because of that the cards don't work outside Finland at all.
Wonder if a few million such cards could be sent to Germany ;)

This is a quite strange thing I've found crossing the world.

For instance in Greece is like in Finland (and if I don't miss, in Estonia and Iceland as well, at least), in Jordan is like but you can buy prepaid SIMs without anything for just 1st recharge, from the 2nd you need to register it.
In Italy, Poland and many other countries, you need to register the sim from the beginning before using it.

In my opinion, as 90% of the GSM nets belongs to the same 3-4 providers (Vodafone, Orange, T-Mobile) or at least they are linked, they should not make you pay roaming on the nets of the same owner... but I'm sure a day we'll be there!!! (as EU policy is mobile roaming costs reduction...).

Hmm. Earlier this year I bought a SIM card in the Netherlands - that way I could make inexpensive calls to NL, DE and also the US. Simply went into a store, got the card, gave them money, and that was it. Topping up was the same thing - no personal data required. Well, I do not intend to use that card for making "fun calls" or "test connections" to 112 ...

here when u register a SIM ( and u have to with your own data) u may have 1 or 2 unregistered sim whit u can make calls

Maybe not the best of all possible designs, but I like the idea that the "presidency trio" actually agreed on a common name (eutrio) and visual presence. Now let's hope that between early 2010 and mid 2011 some political coordination can be achieved as well ...
