San Marino in EU? Referendum

March 27th will happen in San Marino a referendum for the require to become EU member.

I don't know what to think exactly: I don't know as will be possible, eventually, to integrate such a small country in EU (for example, how many European parliamentarians? A state of 30.000 inhabitants with right of veto in the European council??).
However, the referendum data are these:


Official electoral campaign will begin March 11th:

Constituents: 33,342
Necessary number of constituents for the validity: 10,575 (32%)

Opinion poll at January 13th:

"Volete voi che la Repubblica di San Marino chieda di far parte dell’Unione Europea?"
(Want you that the San Marino Republic asks to make part of the European Union?)

69% YES
31% NO

Maybe it is not legally binding, but they require a minimum participation of about one third of all voters. In my opinion that is a high "hurdle" anyway; now let us assume that 10,575 or more will go and vote, and let us assume that the "Yes" camp actually gets a majority. In that case it would be difficult to ignore the result, I think ...

The referendum blocked in 2011 by the Government of San Marino has not stopped the Organizing Committee, which proceeded with new mobilization of the population. After the referendum have been proposed instance of Arengo (request to the new "Regents Captains" rising in charge) and a draft law of popular initiative, both fail, but it was considered acceptable a new referendum and has begun to collect new signatures.

There will be a new referendum on a date not yet fixed, however this spring or summer.

However, situation is complicated because at the end of 2012 the European Commission has given an official opinion on the matter, said that membership is not precluded in principle but the entry in the EU of small countries like San Marino would be problematic for the Community , who had never seen a case like the adhesion of micro-states, and it was therefore never given the tools to embrace. Therefore advised to San Marino to apply for entry into the Economic European Area. The government, content, used the opinion of the Commission to try to discourage the organizing committee ... but indirect aid of the Committee came to Norway, a member of the EEA, who opposed the enlargement of the area to other micro-states (despite Liechtenstein is already memeber)... :lol:

Quorum is not reached, also for the other contemporary referendum on the revaluation of the pay of public employees.

YES 50.28%
NO 49.72%
