Suspicious notes and users

Before anyone says anything, I say something. This hit is a real one. I know it isn't interesting at all, but I and minna_ don't know each other. She just happened to get one of my bills from our local department store's info desk (where I sometimes leave my bills).

I wouldn't call him a cheater anyway. He has been entering notes greatly in France and maybe he didn't know about this issue with "public serials" from some photos. I know myself one guy that has also entered a similar note once, but he isn't either a cheater. So I wouldn't try to punish these users, but I would try to block these well-known serials from being entered again and again. That would stop this issue from happening...

I still don't understand why I didn't bother entering the serial number in the poster in the tax office. Well. Maybe I will. Some day. If I have the great courage to do funny things every now and then.
Like climbing to a flag pole (done), running behind a bus that was only few seconds faster than you (done. Several times.), entering a serial number I happened to see on the wall (not done quite yet), eating Sauerkraut (done), or tracking euro notes (done, doing).

This topic about suspicious hits is necessarily because there can be a doubt sometimes, and it helps the moderators from moderating a real hit, but I really don't like when we blame someone hardly.
