The MB serial numbers are, indeed, currently "reserved" for Belgium (whereas bills printed "for Portugal" are MA, MC and MD).

In this post (in Portuguese), our friend Viterbo mentions an order 459 million units, enough to take us from MB00 to MB45 and to go through four printing plates (M001 - M004).

I also think that this was the intention of Valora. Back at the time when they started printing ES2-notes ( in 2014), Belgium was still active printing banknotes.

As they didn't run of of MC-numbers (my highest is MC40), I guess it could be the new numbering for coated - just as some other printers did ( RP, EM/EN and so on.) There is still a bit of logic in MX: It would actually fit in -> MZ, -> MY, -> MX, -> MW
