You have got a good point there. The number of registered users should have almost no effect on the speed of the site. Only in SQL-queries that start from the users-tables it will slow things down a bit, but not enough to start deleting accounts.
The total amount of memory space used by user should not be that big too. So there isn’t a problem there too.
I think the main problem is the fact that the numbers of users registered does not reflect reality. Which leads us to your second point.

It could be something like :
There are 7491 users.

Up till now no country has been caught re-using serial numbers from existing notes. The way notes are printed makes it very unlikely that serial numbers will be reused on newly printed notes.
