What does the year indicate on bills?

I mean on is 2002, also 2002, is 2015, is 2017 and is 2002, why? It's always the same on each note.

The year is simply “2002” for all the notes in the first series. For notes from the Europa series, it’s the year Europa notes were introduced for each value: 2013 for , 2014 for , 2015 for , 2017 for and 2019 for . In any case, it’s always the same date, regardless of when the note was actually printed.

According to the French Wikipedia page on Euro notes, the year indicated is the one where the notes were copyrighted, not the one where they were printed. For some reason this isn’t mentioned in the English Wikipedia page. I’m not sure why.

Because it's wrong. It's the year that the notes of each design were issued. It's not copyright, it's design issue.

That said, everything else is correct. All printed this year (2024) have 2017 printed on them, and hey will keep on having 2017 printed until the third Euro banknote design is issued (for , maybe in 10 years).
