By the way, it would be the second country to become the 28th member of the EU (Croatia already did so, but the UK left after that)

but, I think the answer is quite plain... they are unilateral adopters of the currency, and so they would still have to go through the formalities of ERM accession and economic criteria convergence (it may be fairly quick in their case).

Currently it is not known.
Among the various options under consideration is a formalized recognition mechanism that would officially authorize Montenegro to use the euro as its currency. It is unclear whether this would be a permanent measure or part of a gradual transition toward full eurozone membership with the same conditions and rights as all other States. An official proposal on how to proceed is expected by the end of the month.

This specific case does not concern Montenegro since the ERM is intended to regulate the exchange rates between euro and the currency of non-euro State (fluctuation band of ±2.25% maintained for 2 years), which makes no sense for those who have already effectively adopted the euro.
