Hit Moderation Guidelines
Since on several occasions hits got wrongly moderated, IMHO some guidelines for hit moderation are to be agreed upon. From the related threads I found some which resulted in the following ones:
Hit that need obvious moderation
Fast hits:
Hits made within the same 24 hours.
Exceptions: Comment indicates that one of the entries was made on another date.
Hits from users on the black list.
Hits made by users that can be found in the blacklist provided hereafter.
Exceptions: When a good user gets a hit with one of the blacklist users, after discussion on the forum in some cases the hit could be unmoderated.
Hits that should not be moderated.
Possible URL marking hits:
When the hitting user 1 or few notes entered, the hit could originate from writing the URL on the note. There has to be a minimum time between the hits (let's say 15 days).
The black list
A list of users from which is know they are generating lost of hits. To add a user to the black list I would suggest posting the link to their account here with some additional links to the generated hits as proof (3 or 4 links).

Why not split interesting, common and fake
Interesting could mean :
A list of maximum 50-100 hits ... If an interesting hit is added to the list another interesting hit moves to the common list ...
Common hits should also be visible eg. last 50 common hits (and no more)
A complete list, maybe through a special command, restricted to five pages for performance reasons ...
That way, nobody should get angry, and the interesting hits are grouped in a limited list, which gets more and more interesting ...

Another way of doing this, perhaps easyer, is to display the last 50 unmoderated hits (interesting or not)
+ add a list of 50 interesting hits, maintained as described above.
If users want to show their hits to eachother, they can always use the hyperlink.

About the fast hits I should think about. Placing an URL on a bill will probably create fast hits.
I'm up for the three moderator-votes to remove a hit. I think that is the key to the solution. I still believe that all the non-moderated hits should be visible.
Still, Philippes vision about interesting hits, I can follow. Maybe we should create a top-hits list where every user can vote for or where a team of moderators can rate a hit.

User Alko has written in the comments field that the information of this note is form Tieteen Kuvalehti ( a science magazine). Probably several users have seen the picture? of the same note in other publications.

Lets face it, the fake hits are not intresting to anyothers than the ones who fake them, so I don't think there should be a list including them. But the real(=not fake) hits are all interesting to some people so I strongly recommend that there should be a complete list of those. There could also be a list of "intresting hits" or "top hits" as suggested.

Hello!
I like the ideas of Skylimit...
For me, a interesting hit is also a hit with commentaries. It's fun to know how a bill has traveled, if the people knew each other, it the bill was given for a birthday or has been soaked into a washing machine...
On the page, we only see its number and short code with XXX ...
-> could we add the last comment on this list?
