This information is most probably going to be added to the next version of the CSV file. Another thing that has been requested is the inclusion of coordinate data for the regular notes. I don't know if it's useful for you or NIG, but this information is also going to be there.

I'm sorry, darling, but wouldn't that be just postponing the problem? The same "quoting" method is applied for the city and postal code fields as well, so if there's something weird in those fields that your de-quoting algorithm can't handle, you'd be back to square one when NIG chokes on those fields. So, better fix your code to handle the "quoted" data properly
On the other hand, if you do find something that's not working according to the specs, please let me know and I'll fix things accordingly.
