Since the three "non-EU" euro countries (MC, SM, VA) will not participate in this program, it is very likely that all the others - except France - issue them as circulation coins. The designs, by the way, are not exactly the same: partly because of the different country/language versions, and also because Luxembourg's piece will have a latent image so that they can put their beloved Grand Duke on the coins. :roll:

I thought every state may issue one 2 Euro-commemorative per year but already in 2005 the Vatican celebratet the Sede Vacante-period with a complete set from 1c-2€ in special designs (and clear commemorative charackter), than Germany will issue two special 2€ this year and today I receive a letter, where Luxemburg introduces a 2nd 2007-dated 2€ commemorative, tpo, dedicated to the Grand-Ducal Palace...
Not that I dislike this but more and more it seems that the countries just do what they want :roll:

I guess the reason is national law, as far as I know many "royal" countries say that their monarch as head of state must appear on all coinage. I think in Belgium and the Netherlands it's the same.

In many regards that is true in the EU. 8O As for those coins, however ... well, the Vatican has always issued Sede Vacante coins, and the monetary agreement with the EU even allows for a higher mintage volume in such years. And yes, Germany and Luxembourg (but also Finland and Portugal, and maybe others) issue two commemorative €2 coins this year.

They can do that because Article 2 of the Commission Recommendation regarding such coins (2003/734/EC), adopted by the Council in late 2003, says that "the number of issues should be limited to one per issuing State per year (...). This limit would not apply to possible commemorative euro circulation coins collectively issued by all euro-area countries". The Treaty of Rome coin is such a "collectively issued" piece, so each member state can issue a second commem ...

Not quite. In Belgium that is not mandatory (think of the Atomium €2 coin - no Albert there), and the Netherlands actually modified the muntwet so that on such European issues the head of state does not have to be depicted.

Good news regarding the French contribution by the way: Apparently their €2 Treaty of Rome coin will be minted for circulation too, with a mintage of almost 10 million. So not just for sets ...

The Finnish one doesn't bother mentioning what is so special in the treaty of Rome right now.

Oh, true. I just didn't notice the 50v from that picture. Thanks :)
Now that I took a look close enough on the picture, I could indeed see the place for that 50v. And therefore didn't bother viewing that bigger picture you mentioned.

They look quite nice, I must say.
Oh, and Belgian pre-euro coins didn't show the head of state, either, there where coins with miners, the lion with constition, just some floral design...

Well, the Atomium €2 coin does not have Albert either, so in Belgium that is apparently OK anyway. The Netherlands modified the law, and it seems that Ireland can do without the harp once in a while. Only Luxembourg needs to have a design that is different from the others.

Especially funny in the case of AT/DE where, despite using the same language, the text is different. :)

The Treaty of Rome is actually two major treaties (EEC and Euratom), or three if you also count the incorporation of the ECSC (1952-2002) into the 1957 "framework". But the ECSC does not exist any more, and the EEC (now EC) is more relevant with regard to the development of the EU. So referring to one treaty is perfectly fine too.
