No, that refers to the Treaty of Rome (Trattati di Roma) commemorative coin. Most member states started using the new common side this this year (and they all used it for the ToR coins); the remaining ones will "switch maps" next year.

Right, 13 if you count "by country". If you take the five different German mint marks (A = Berlin, D = Munich, etc.) into account, you'll end up with 17. But that is something for hard core collectors.
