Actually all members of the European Union were invited to participate in that issue program. But apart from the 13 euro countries, only Cyprus, Hungary and Romania issued "Treaty of Rome" coins (with the Piazza del Campidoglio/Treaty Signatures design) in their national currencies. And of these three, only Hungary issued pieces that actually circulate ...
