Austria, Italy and Portugal used the old maps on the 2007 coins. But there are exceptions, like this year's Treaty of Rome commems which have the new map in all member states. The three non-EU countries - Monaco, San Marino and Vatican - basically get what the producing mints make: MC "new", SM+VA "old".
In 2008 all euro countries have to use the "post-enlargement" maps. Which means that Austria, Cyprus, Italy, Malta and Portugal will come with new reverse designs.
