Guess someone is doing some statistics on self-hits. I know some guys who tried this in the beginning of the last decade and hoped some other peoplpe might get inspired by this. Some wrote postal codes on their bills some added some kind of signatures. Your sign seems to be the latter.
Especially when the euro got started that way of 'improving the notes' seemed to be right popular. I personally never found real interesting signed notes...

wrote down al serial numbers of the notes i got during the first months the euro came out
stoped doing that and started to mark them instead
stoped marking them last year since i have the numbers here anyway
