The link itself is okay. Only the statement is quite a bit outdated.
Also the zip.file you get then isn't sure about the version. EBT.zip says 0.99.10.1, contained ebt.exe says 0.99.9e.
Anyway, it is the latest edition.

I use the EBT Tool for time hunting, I Have just a few minutes and seconds left to get 3600/3600. I had a number of forms stored each with 1 note on it.
I sent 1 note to EBT trying to hit 25M 22S (missed by 1 second) and then, to my horror, I saw that the EBT Tool showed 0 forms stored. Prior to this I had gone up to the post office and changed 2 and 10 for 10 and 10 . So I have lost a number of notes and I don't think that I will trust this tool again. ( I can still enter 1 of these notes because it is the I mentioned in the topic "Re Highest Shortcodes" and I wrote the shortcode and serial on a piece of paper before making that posting.

After registering the G/G note, this version of EBT-Tool downloads the CSV but can't show any updated statistics about notes entered after the G/G.

At least there is an updated version of the EBT-Tool, which supports notes from Cyprus and Malta. Beside the inputmask all statistics are extended for both countries.

Overview of the changes:
* The inputmask accepts notes from Cyprus and Malta
* CSV-Files with notes from Cyprus and Malta were readed without errors
* Distributionstatistics now contains Cyprus and Malta
* One can't send notes without filling Location, ZIP-Code and Country
* Below the Inputmask you can see the number of entered notes and the value
* The version number is switched from 0.99.9x to 0.99.10.n
* On the hit-statistics-page is shown an estimated date for the next hit

The last feature is a funfeature stolen from the NIG-Tool by bobtail.

Simply replace your ebt.exe-File with the downloaded new version.

Nice to see that the first widely used ebt tool (I think NIG follow shortly after) is still alive.

I used it a lot in the beginning. Especially the option to enter multiple notes at the same time was great. At that time EBt it self did not support that.

I still think that is the best part of this program.

At least there is an updated version of the EBT-Tool, which supports notes from Slovakia. Beside the input mask all statistics are extended for this country.

Overview of the changes:
* The input mask accepts notes from Slovakia
* CSV-Files with notes from Slovakia are read without errors
* Distribution statistics now contains Slovakia
* After the loading of a local CSV-File is aborted in the File-Open-Dialog, the program wasn't loading anything
* Bugs removed from the Country-Origin-Filter

Known Problems:
* With a very high count of notes/hits/locations the tool crashes while loading (GDI-Error)
* Returning notes/self hits can't be accessed from the upload-result-window, if the chosen language of the website is not English
* This version is not (yet) usable on netbook resolutions

In the list with the distributions of origin-list, Slovakia (of which I have no notes yet) is missing. At the same time Estonia is mentioned with 0 notes. Have I done something wrong or is there something wrong with the EBT-tool?

no, everything is okay (working as designed ) with the tool. The tool is already aware of Estonia. But there is not enough space at the moment to display all countries. For that reason the last country is not displayed. At the moment you got your first Slovakian note Estonia is alone on the last place and not displayed anymore. As long as you have more than one country on the last place it is kind of rand (a hash) thing which country is displayed.

At the moment Estonia publish its own notes i have to change the display a little bit to show all countries.
