As for the background see here. Now why the queen is depicted on the coin, well, the law (muntwet) had already been modified a few years ago, so that the head of state does not have to be on common €2 issues (such as Treaty of Rome). Guess it would have been a little too much to change the law again ... And basically I think this kind of combination is not really bad.
