Hi all.
I found this 20 euro bill which I cannot encode because the short code is scrambled. Is it still even valid ?

If by "valid" you mean "real" ("is this a real bill?"), then I would say yes, it is real.
That kind of felt mark has been the subject of many a discussion. The most plausible explanation I've encountered was in the
French-language forum. Apparently, workers responsible for stocking ATM's will often use a felt pen to make a big across the spine of a bundle of bills because this helps them perceive depth/how many bills they can fit in a machine. While doing this, the odd bill may get marked on the front or back due to slip ups/doing things quickly.

Thank you for the detailed answer. So it seems that on this one the pen went just on the short code by chance, and it was not deliberate.
By "valid" I was meaning does it still has a value and can we use it to pay, or is it considered deteriorated ? For instance what if someone would use a pen to hid the whole serial number ?

^ Well, a crossed-out serial number would indeed be a more noticeable and serious "offense" - it would make a bill more likely to be set aside next time it went through a quality check.
A marking like the one you have should not raise much of an eyebrow (even if it is over the printer code).
