IMHO, I'd mostly agree on this. Think about this example: I have visited the Soviet Union, but not all the parts that it used to cover. For example, I didn't visit the Estonian or Latvian territories during the Soviet time. Now that Estonia and Latvia are independent again, I have been to both of them. OTOH, the matter may be a little more complicated in certain cases. On my list I counted Russia and the Soviet Union as one country, because I visited such parts of the Soviet Union that were and are on the Russian territory. Similarly, I'd say that if you visited Prag but not Bratislava in the Czechoslovakian era, and now go to both of those cities, it might be righteous to count Czechoslovakia and Czech republic as one country and Slovakia as another.
