I think it refers to Ivano-Frankivsk (Івано-Франківськ), a city in Western Ukraine.

A couple interesting burns marks here (obviously not clear in this picture, but both are through burns).
I wonder what might have caused this. They're not your random cigarette burn. Whatever it was, it caused two holes of the same size and shape and that are pretty much aligned with each other.
