In Dutch "Shag" stands for lose tobacco that you roll into a "vloeitje", a thin small piece of paper that together form a sigarette ("een shagje") to light.
As I'm told this is a typically form of smoking very popular in The Netherlands (and has nothing ... no nothing ... to do with a joint or drugs).
