This (in)famous Italian popped up again... with a user who has registered only one bill so far (adding to the previous two or three users who were also "one hit wonders") - this further reinforces the idea that it's either a marked bill or some sort of public serial:

As far as I know, this note has never been reported as a public serial. However, the second hit partner is certainly not playing by the rules. (I believe they have had their hits deleted before.
