You probably answered your own question: The district of Bregenz is not equal to the town Bregenz.
Did you enter your notes in Bregenz proper (Postcode 6900) or nearby?
You can see the same (even for Bregenz
) in my stats:

Have a look at codes_austria.txt: Bregenz has postcodes
6900=14 Bregenz
6911=14 Bregenz
Looks like you have a typo there:

didn't work, sorry. same error massage. "processing failed"

Since nigmm was last updated, in the beginning of 2020, there are 38 new Mario Draghi (MD) plates, and 31 new Christine Lagarde (CL) ones.
I have been updating the user-defined list of signatures (the signatures-external.csv file) according to the list of

Two problems remain, though:
1.
CL signature is not recognized yet, so even with this file updated, CL notes are gathered under the "new/unknown signature" list. Notice how only the 38 MD signatures are considered within the user-defined list:

2.
Plates that can have one of the two signatures MD or CL are not processed correctly. I have one
R013/RP that doesn't show up as CL nor as "unknown signature". I presume that the same will happen for
V018 and
Y003. Please check the list (and rules) for double-signature plates at the page

Help with an error message

I'm not able to run NIG until the end anymore.
When I press "Load data", after some time I get this message

When I check the log file the message is:

Can anybody help?

Have you tried downloading the CSV file again and load that new file? At first sight, this looks like some bad ASCII in the file. If this doesn't help I would have a look at the offensive line with a text editor (notepad++) - I have no idea what nigmm would find offensive but maybe there is some obvious problem there.

Hi, thanks for your feedback.
I already downloaded 5 times the csv file in 5 different days and the error message is the same.
Regarding the line mentioned, the information seems "regular", like other lines.
I can't spot any information that would lead to this error:
