We cannot get 5eur notes because of their poor quality, so that they are prone to cause note jam.
In Spain we can get 10, 20, 50, and 100 notes.
I only know one altorithm:
to get 240:
10 - 1
20 - 1
50 - 1
100 - 1
and then
10 - 1
20 - 0
50 - 1
60 - 0
which means: first, every kind of note if possible (10, 20, 50, 100) and once you have got it all, then minimum number of notes to reach the target.
... In fact I linked an article from El Mundo in which it is clearly stated that no bills over €50 are to be found in ATMs, you should get them from inside the bank. I don't know if when you wrote this you could actually get those notes but now they are unavailable.
