Seems that the Italian language version of the ECB website is the only one that does not display a "generic" coin. Anyway, this is the German piece ...
... and this is the coin from Luxembourg:
LU will use a technology developed by the Dutch mint, called MultiView Minting, so that both the common design and the grand duke can be displayed.

Yes, in both Luxembourg and the Netherlands the head of state has to be depicted on the coins. In NL that law was modified especially for these common €2 issues; in LU they prefer workarounds like the latent image (on the Treaty of Rome coin) or this one.

Don't worry; Luxembourg will issue 800,000 "raw" pieces. The total mintage for the LU piece (including coincards and sets) is 842,000 as fas as I know. Considerably fewer pieces than last time (ToR 2007) but still quite a few ...

As for the Italian "Diritti Umani" coin - be patient, but the design is worth waiting, I'd say. In my opinion the best of the four Human Rights designs. Seems it will be issued in about four weeks; see the 22 October issue of the government bulletin (Gazzetta Ufficiale) which says:
Le monete da Euro 2 di serie ordinaria, millesimo 2008, dedicate al «60° Anniversario della dichiarazione dei Diritti umani», hanno corso legale dal 10 dicembre 2008.

Scroll down to MINISTERO DELL'ECONOMIA E DELLE FINANZE and then click the "Decreto" link or title to read the text.
