Amsterdam-Zuidoost is just a part of the city of Amsterdam (called a boroughs (dutch: stadsdeel)). Amsterdam is subdivided into 15 boroughs (stadsdelen), which have their own council, but doesn't make them a separate city.

The same goes for Almere (Stad, Buiten, Haven, Hout (future: Pampus, Poort)), which should be just Almere in my opinion.
