From the 400 10c coins I've got from the bank today, there was 1 Spanish, 1 French, 1 Lux. from 2007

. In total, there were no 10c from Ireland, Portugal, Cyprus nor Malta

.

Bar's owner where I usually go has opened a roll of new and shiny 1€ coins

2007 right yesterday.
This is not the 1st time I see to open rolls of foreign coins (especially Austrian ones), it seems there is like a pooling-coins system too.

found the Luxemburg 2EUR TOR
the hologram was a stupid idea - a piece of the design was replaced by a blank circular metal - i cant see the hologram effect

and yes, I agree with you, it is not as nice as the other TOR's because of it.

Well, it's not actually a hologram. This kind of design element is called a latent image - it shows two different things depending on the viewing angle. Various Spanish coins (peseta pieces, and euro collector coins) have it, and also coins from other countries such as Russia. Here is a nice example from Japan:
