This is the information I found from europa.union.euro newsgroup FAQ. The checksum is always 8 and it is calculated by adding up all serial numbers and the leading letter value, which is its position in the (latin) alphabet, according to the following list:

Coluld also be possible that 2 letters are used (i.e. IP0x392186xxx)

But then the I (too close to 1), O and Q (too close to 0) are not used. And D will probably not be used too, I think. Which makes only 22 possibly letters, thus
22*22+22 = 506 possibilities.

When the next countries start using Euros we may well be in a situation where country codes don't matter any more. This may have been quoted in other forums too (it's about them faulty 500€ notes):

Towards the end of the article:
"Henceforth the problem is unlikely to recur; in the initial stages all the denominations of notes were printed in each of the participating countries, but in future each country will print one specific note, a fact that will allow for more precise setting of machinery. Setec will not be printing any more of the EUR 500 notes."

Well, maybe this will only affect the printer codes. If for instance France prints would print 500 Euro bills for emmission in Belgium, the serials can always start with Z.jaker wrote: Towards the end of the article:
