I believe you can simply edit the location of your note and it would appear correctly. BTW, your first link (

The location system of EBT is designed to be strictly Hierarchical. This means that
every city, including Brussels, must be in a province. The fact that it is not a part of the Vlaams Gewest makes it impossible to put it in the province of Vlaams-Brabant. (where it is physically)
You can see the same problem with the Dutch Caribbean islands, which also do not belong to any province, but are given their own for EBT-purposes.

The other way round is correct, and as far as I am concerned they fall in the category fair and honest mistakes.

I have been there and I got banknotes for both Villages :
Baarle-Nassau 
or
Baarle-Hertog
Addendum : I just understand the question: If you put the village in the wrong Country. I think this is easy to spot and fix, am I right ?

There should not be mistakes as this is quite easy to check in which country is a shop or a bank they have flags next to their number plate and there are borders drawn on the floor. An easy move if you want to record notes in both countries on the same day

In Lapland's case the distances are just a bit longer. Kaaresuvanto town center to Kelottijärvi is almost 30 km. Just saying.
I'd be happy to know the exact location the note was found from in such cases.

- 00100, Mannerheimintie 10 &c &c.
I had one case similar to this in question in the past. I had
a note from work, which I received in, if you like, a "locality" quite precisely on halfway from Lieksa to Kuhmo. Still, there was no postal code or place to enter my note into, except one village in Lieksa and downtown Kuhmo, which both were over 40 km away and went both into wrong dot. As I've always tried to be as precise as possible with my note history, I asked what to do from an administrator and he adviced me to put postal code "as it was" and the name of "the locality" as a place. That happened and I'm definetely the first to have that dot and possibly also the last one. But that's the case in many places the easternmost and northernmost dots of Finland. It might be hard to understand in the higher popular density areas of Southern Finland. Nobody will ever get all of dots in Finland, so let's just have fun and atleast TRY to get our notes tagged to maps as close to the original receiving point as it is ever possible
As I indicated, I would not contrast Tarmo's examples with each other. I'm against the policy to add notes in form of "City-District", because it doesn't serve anybody as the notes will be plotted in the exactly same coordinates. Neither the tracker in first place, nor the possible hit getter gets any satisfaction whatsoever.
