OK is there some sort of exception to the rule that airports are treated as separate cities? I can't seem to find entries for Porto and Bologna airports ...

Most airports belong administratively to a nearby city/town/village, but for the purposes of EBT many of them have a separate city page (e.g. Frankfurt airport is actually within city limits) and I was wondering if there's any rule or simply nobody has created yet the relevant pages.
As far as I know, it depends on how big the airport is. For international ones, with thousands of bills registered, it's preferable to create its own city-like profile; while smaller ones might not need it.

It depends on country's "rules" (or "habits"). For example in France there is no specific city page for airports which are put in the corresponding "commune". For large airports, the city is generally renamed to "City Name (Name of the airport)" (as for example Roissy-en-France (Aéroport RoissyCharles-de-Gaulle))
