Note sure about W printer code. Only Giesecke & Devrient GmbH in München (printer code X) appears in the contract award.
You'll find more information about the bidding process launched by the national bank of Germany in 2013 here:

From what I have understood, it's an "open contract". Five printers have been chosen for 4 years and the national bank of Germany may (or may not) order them to print banknotes depending on quantities settled by the ECB.

Guess that the address listed in that Tenders Diary refers to the seat of the company, not necessarily to where the notes are printed. Giesecke & Devrient for example currently has two locations, Munich and Leipzig. The seat will continue to be Munich, but all G&D euro notes will be printed in Leipzig as from some date (TBA) later this year ...

DE is one of the few countries to launch a bidding process for printing its share of euro banknotes. I don't know how

LV national bank will print its share of

banknotes attributed by the ECB recently. I guess they should join with the JET to decrease printing costs but I don't know if that's juridically possible.
