Most euro countries (10 of 13) started using the new common sides in 2007: Belgium, Finland, France, Germany, Greece, Ireland, Luxembourg, Netherlands, Slovenia, Spain.
Austria, Italy and Portugal used the old maps on the 2007 coins. But there are exceptions, like this year's Treaty of Rome commems which have the new map in all member states. The three non-EU countries - Monaco, San Marino and Vatican - basically get what the producing mints make: MC "new", SM+VA "old".
In 2008 all euro countries
have to use the "post-enlargement" maps. Which means that Austria, Cyprus, Italy, Malta and Portugal will come with new reverse designs.

Thank you really much tabbs but I don't understand what you said about Vatican S.Marino and Monaco . Could you explain better

The three are not EU members but have monetary agreements with the European Union. (Similar to what they had with France / Italy before.) These agreements say, for example, that they can only issue so and so many coins per year (see below), and also that the coins are to be minted by the Monnaie de Paris (in the case of Monaco) and by the IPZS, Rome (in the case of San Marino and the Vatican). So they just "get" the map that France or Italy used for the 2007 issues. Does that make sense?
And no, I have no idea what "themes" the commemorative €2 coins from the three will have in 2008. As for the production volume, Monaco has a relative limit - it can issue 1/500, that is 0.2 percent, of the annual French volume. San Marino can issue coins worth almost two million euro per year (€1,944,000), and the Vatican has an annual limit of 1 million euro.

Seems that the "theme" of the 2008 Vatican €2 commem will be the "Anno S. Paolo" which begins in mid-2008 and ends in mid-2009. The apostle Paul was born (about) 2000 years ago, hence that Paul Year ...

Those are not the official designs. In fact, I know (from a forum) the guy who "made" the Luxembourg piece.

That design is based on a verbal description of what the coin will depict. The Slovenian piece is a (third party) visualization of the official design.
By the way, the Belgian (circulation) euro and cent coins will soon have a different design. The 2008 pieces have the country identifier "BE", and also a mintmark and a mintmaster sign.
http://eur-lex.europa.eu/LexUriServ/sit ... 070007.pdf Several other minor changes, but unfortunately still one design for all eight denominations ...

That "B" is what they used on the Atomium €2 coin. But the "BE" means the same; it's the ISO 3166 code (more precisely, the ISO 3166-1 alpha-2 code) for Belgium. Those are, by and large, the same codes which we use for Internet domains: DE = Germany, FR = France, IT = Italy, etc.
Finland also uses that code on its current (2007-) coins: a little "FI". On the car license plates, however (where Belgium has the "B", Italy the "I", and so on), Finland has "FIN".
