user guidelines proposal

Having seen the user guidelines on Wheres George? I was thinking maybe we could work something out for EBT too. I made a prototype of such user guidelines hereafter.
Correct entering of banknote information
When entering information about a banknote all information will be correct as possible. The value, serial and printercode should match those on the banknote.
The location which is entered is the location where the bill is obtained. If there is no name for the location where the bill is obtained or it is unknown to the user, then the next location the bill travels to should be entered.
Entering a comment is optional. The comments can be about the real date when the banknote is obtained. The state of the bill (new, dirty, wrinkled). Or a more specific place where the banknote was obtained. It might even be the person from who you got the bill or why you got it.
Hit validity and hit moderation
When another user enters the same banknote you entered before or you enter a banknote there will be a hit. If there is a close monetary connection between the two users the hit will be considered as a false hit and will be moderated.
Examples of a direct monetary connection are
- the 2 users are friends
- the first user goes regularly to a shop and the shopkeeper deposits his banknotes at the bank where the second user is located
- two users that go to the same bar or shop
Entering banknotes for other people
Entering banknotes for other people isn’t strictly forbidden, as long you make sure the information provided is correct. When entering bills for someone else, this can either be done by creating another account, or by entering the bills into your own account.
If you decide to enter bills of someone else into your own account, we strongly recommend mentioning this in the comment explicitly or by using a code to identify those bills.
Abuse
If users are caught by abuse the system either by entering false information about or by generating false hits out of proportion, their account can be blocked temporarily or permanently.
