You just need to fill in town at "Alue tai postinumero", for example Espoo.
Then fill in sqm to "Pinta-ala" and max rent to "Vuokra max." -box.
At the moment there seems to be 29 free apartments (20 - 40 sqm), rents between 550 and 1700 eur/mth. Look up apartment listing, it is fairly easy to understand if you translate it for example with google.

The only way to get a flat quicker than in 1½ years is to rent from private people, be the very first one to call and show a very high amount of flexibility.
