Yes, this is at the station of Liège-Guillemins, which is currently being redeveloped. More pictures of station and construction are available here from Wikipedia.
As for bridge - a bridge is "a structure built to span a gorge, valley, road, railroad track, river, body of water, or any other physical obstacle." The picture was taken from the platform above the tracks (the escalator is leading down to one of the tracks), so technically from a bridge. However, answering "yes" to "bridge" could have been rather misleading.
