When I'm back in Heverlee (Leuven), I'll set up a webcam there.
I'm at home now and I don't have a cam here...
If I set it up, it won't update every second, because I can only upload about 100MB per day... So maybe every minute or so...

You know, I somehow have the feeling that, if one day I look at these webcams during the daytime, I can actually see some people on the street...

3:56 am (CET, 2:56 am for you, but 4:56 in Finland) is probably not the best time to see people walking the street...

I didn't find a link to a webcam on the website of Turku. I sent an e-mail to the feedback address and they answered me my feedback has been received.
Let's see if something happens, most likely not in the near future.

There seemed to be two links to a webcam in Turku but neither of them worked.
Anyway, here is a picture of the river Aura bank quite close to the centre. The picture is quite new, about one week. I cycle here to work every day. The two small wooden houses at the front are museums. There's at least a pharmacy museum and tourist info. The building at the rightmost edge at the front (the one of which fasade can't be seen) is the city hall.
Edit: They answered like this:
City of Turku wrote:Kiitos palautteestanne. Olemme miettineet web-kameran hankkimista jo jonkin

vielä koska voimme luvata web-kameran sivuillemme, sillä se on
kustannuskysymys.
Mutta olemme asiaa kyllä miettineet.
Tällä hetkellä voitte löytää webkameran sivuilta

Just shortly: They are going to renew the website of Turku in the near future but they don't know when will they be able to put webcams to the city as it's a matter of money. They have considered about it though.
There are some webcams in the harbour in the address mentioned in the text and you can also move the camera by clicking your mouse. (It didn't work when I tried it)

I like this thread.
Can't we do something with webcams on the EBT site ?
Like last hit -> webcam
Home city of the day -> webcam
top 5 most active trackers of this town + webcam
dunno, satifies a curiosity (where did this euro go ... in motion picture)
Who is that woman in Vaasa, walking her baby at 12:07 local time
does she do that every day ?
And does she carry a registered bill ?
And will we see it spent LIVE ??

First there was too little people and then too much, please make up your minds! Seriously, there was an event involving soon to graduating high schoolers, dressing up funnily, throwing candy and riding on a lorry all over the town. It happens all over Finland this time of the year. Someone with better babel skills should explain what it means, I'm not capable.
Here's a few
pictures. (kuva = picture)
