The VE, VF and VG can only correspond to three different charges of V022. It is hard to imagine a printer mixing three letters in a single charge; that would make no sense.

I agree with you, it seems that the Spanish printer simply continued the usual V-banknote scheme but using new print intervals.
Here are those that should be all possible charge, with the schemes of those that could have been used for these V022 (sorry, these images are too big for the forum).

Here are those that should be all possible charge, with the schemes of those that could have been used for these V022 (sorry, these images are too big for the forum).

Great job. After Elmo sent me a pm with his findings, and I checked the EBTCheck's database, I saw yet another 8 VE and 3 VG four-digit combos that fit other cells within the exact same scheme (all on the very first single-letter cycles).

So, it's clear that the Spanish scheme remains the same.

It's also clear that, for some reason, they skipped (many) cycles. There's no chance that, after printing close to 2 000 000 000 VA and VB (up to VB9817), they engaged on printing all the VC to VH, or even VE to VH.

The V022/VF has just been released; all that's left are the VC and VD.

This sequence of letters is surprising. Does this mean the end of the printing of the 10€ V/V notes from the Europa series?
