I had activated "PeerGuardian" and this had blocked my entrance to the site.
Now I have put it off, the download worked fine.
So there's nothing wrong.

Is it normal if the dot of Bled (Slovenia) is not the right one ?

The registered coordinates for Bled were 42.22° N, 14.06° E whereas the town is located at 46°22' N, 14°7' E which is, in the decimal system, 42.337° N, 14.117° E. You are right, this was an error in the database.
I believe it is possible to read off coordinates from GoogleEarth. Correct, detailed coordinates could have been slightly more useful than a large picture with an arrow.

The postal code area apparently stretches also to the other side of the dot border and the coordinates happen to be on the other side.
A picture is often worth a thousand words:
The red line is a boundary between two dots.
The blue lines are zip code area borders. The green X and the cute pink X mark the places that give the coordinates for the area.
So, even if you get the note on the eastern side of the red line, it'll be plotted to the western side because the coordinates of that postal code area happen to be there.
Sometimes it might even be, that most of the zip code area is on the "other side" of the dot boundary. Such case could be that the post office is for example in the green X and has a lot of houses around it, while the postal code area stretches 15 kilometers to the almost uninhabited forests in the east. In that case, it is very justifiable deciding to put the dot to the western side of the boundary, where most of the inhabitants live (like sardines in a jar).
EDIT: I can see a flying elephant in the blue lines I've drawn.

In fact, if you check MDeen's Google maps with EBT dots and zoom in on Marvão (in Satellite view), you'll find that the vast majority of the town is lying on the left (West) dot. Tell me the full postal code if you have it and I might be able to find the exact geolocation if you still want to have a doublecheck.
If anything could be a little more accurate that would be the geolocations of town symbols ✪ on Google Earth. Town centers are not necessarily on those jots.

And there`s an huge difference from Map View to Satellite View
