As Crazy bob wrote this is a well-known bird. 8 times before has a picture of it posted here.
The first was TARAPIATAPIOCA on Jul 15, 2007.
He called it an un volatile palustre (marsh bird)
Castanhola called it a águia (eagle)
You call it a penguin, I think it's just a bird.

According to Joc this stamp comes from Cusco, Peru,
Bureau de change "Lac Dolares" on Avenida del Sol.

I have for you a nice collection animal stamps on bank notes

PEKU -- nice stamp collection!

Now that you call it a "marsh bird", I think you are correct; it looks more like an egret than a penguin. So far we can see that its habitat is low-denomination Euro banknotes. I wonder what it eats...

When you compare the bottom 2 charakters with the charakters that I found on wikipedia then that look a lot alike.
The article says that it`s a Ming typeface used in the Chinese, Japanese, and Korean languages.
I do not know what there is written.
And I can not find the charakters in the Japanese alphabet.

If it is chinese, the bottom character is "ming", which means bright, or clear, and comes from the radical sun.
The top one could be "wu", which means military... or it can mean "capital number 5", if used in a financial context, which could be the case...
"五明" instead of "伍明"
Together that makes no sense... "five clear?" "five bright?"

Thanks CarlosManta
I found the same chrakters on Qing Ming Day Festival
I think the bottom 2 Charakters are a company name.

Maybe only the maker of the stamp knows what it mean.
